Figures shared by Fenadismer, Spain's main haulage association, show that the EU Mobility Package has allowed domestic carriers in Spain to regain market share. The figures referred to by Fenadismer also come from 2021, which is before the lastest raft of Mobility Package measures came into force last year. In theory, this means even further gains may be visible once the data from 2022 become available.
The latest Spanish Ministry of Transport figures show that in 2021, Eastern European hauliers were responsible for transporting 18% of all road freight cargo in Spain. This is down from 28% in 2019.
During this period, Romanian companies (-20%) and Bulgarian (-15%) saw significant declines. However, in the case of Polish and Lithuanian transport companies, their share rose by 16% and 6 % respectively.
When it comes to goods being transported out of Spain, in 2021, Eastern European hauliers had a 17% share. This is 10% less than in 2019, with Romanian carriers down 25% and Lithuanian road transport firms also down 15%. Poland bucked the trend once again, increasing its share by 6%.
As for Spanish hauliers, in 2021, they transported 67 % of Spain’s exports and 66% of its imports. When it comes to cabotage, 2021 also Portuguese hauliers take top spot once again. They had a 32% share, followed by Romania with 15%, Poland (14%) and Bulgaria (12.03%).
Overall, between 2019 and 2021, the amount of road freight conducted in Spain by foreign-registered trucks fell by 10%. Although the coronavirus pandemic is of course the most significant factor affecting business between 2019-2021, Fenadismer believes it is the Mobility Package that is largely responsible for domestic hauliers regaining market share. The organisation even said that the figures from Spain’s Transport Ministry showed that the the Mobility Package was “beginning to bear fruit”.
