Romanian authorities have recently voted to pass the Law 296/2023 through which a new goods transport traceability system will be implemented. The system is called ”RO e-Sigiliu”(RO e-Seal) and its primary aim is to ensure the traceability of road transport of goods within the territory of Romania.
According to the normative act, the ”RO e-Sigiliu” is a system that utilizes electronic devices and a computer application. Through this system, the route of goods from the loading to the unloading location is tracked in real-time, thus allowing authorities to identify potential diversion points for goods, whether they are in transit or have a final destination with an economic operator on the national territory.
The system is under the management of the Ministry of Finance through the National Fiscal Administration Agency, the Romanian Customs Authority, and the National Center for Financial Information. Fines for non-compliance can reach up to 50,000 lei (€10.000). It’s important to note that the responsibility for ensuring the integrity of electronic seals lies with the driver. The Romanian government has a 60-day deadline from the date of publication of the law in the Official Gazette to implement the IT system (December 26, 2023).
The RO e-Seal system will operate in parallel with the RO e-Transport system, which has been in force since last year. The purpose of the RO e-Transport system is to monitor products with high fiscal risk transported within the country. Consequently, any transport operation involving goods falling into one of the risk categories established by the Romanian authorities must be registered in advance in the RO e-Transport system and will receive a unique UIT code automatically generated by the system.
