Russia further tightens transport restrictions on European hauliers

The ban on entry to Russia for road hauliers from the European Union and several other countries remains in force. Russia is now extending this restriction to yet another country. The list of exceptions to the transport ban has also been shortened.

The ban on entry to Russia for hauliers from the EU, Norway and the United Kingdom is in force indefinitely. From 25 April this year, the ban will also apply to Moldovan hauliers, reports the Hungarian haulier organisation MKFE.

However, the implementing regulation on this matter contains a number of exceptions to which the prohibition does not apply.

This is not only a hindrance for hauliers. The Russian authorities have used import restrictions imposed in previous years on certain categories of goods to weaken the economic power of neighbouring countries,” the Hungarian association comments.

In addition, the Russian authorities plan to narrow the list of exceptions to the ban. From 25 April, EU hauliers will no longer be able to import products with tariff codes beginning with:

  • 18 (cocoa and cocoa-based products),
  • 22 (alcoholic and non-alcoholic beverages, wine vinegar),
  • 24 (tobacco and tobacco products, and substances that deliver nicotine to the human body without combustion).
